Bill Watch: Fewer bills being offered in General Assembly

The Iowa General Assembly is now producing far fewer bills as it devotes more time to floor debate and preparations to consider the biennial state budget.

There have been 16 enrolled bills – those adopted by both chambers and sent to Iowa Gov. Terry Branstad for his signature. You can see the complete list of those bills by clicking here.

House Bills

House File 591 – an act to request a study to encourage the development and expansion of alternative energy production in Iowa.

House File 592 – an act to require an environmental impact study prior to the granting of a permit to construct, maintain, or operate a hazardous liquid pipeline or underground storage facility.

House File 593 – an act to create a tax credit against the individual income tax for equity investments in motor fuel pump stations that donate at least 1 percent of their annual profit to benefit fire fighters, police officers, emergency medical service personnel, or veterans.

House File 594 – an act to create an individual income tax checkoff for the reduction of food insecurity.

House File 595 – a successor bill to House File 400, and House Study Bill 111.

House File 596 – a successor bill to House Study Bill 207.

House File 597 – a successor bill to House Study Bill 175.

House File 598 – a successor bill to House Study Bill 138.

House File 599 – a successor bill to House Study Bill 206.

House File 600 – a successor bill to House File 218.

House File 601 – an act to provide a $25 monthly stipend for veterans and surviving spouses of veterans who are eligible for medical assistance, reside at the Iowa Veterans Home, and does not have a spouse or minor child.

House File 602 – an act to create a home modification tax credit against the individual income tax.

House Joint Resolution 11 – a resolution to amend the Iowa Constitution to express that the right of an individual to acquire, keep, possess, transport, carry, transfer and use arms to defend life and liberty and for all other legitimate purposes is fundamental and shall not be infringed or denied, and to prohibit the mandatory licensing, registration, or special taxation as a condition of the exercise of that right.

House Resolution 16 – a resolution to recognize May 14, 2015, as Child Apraxia of Speech Day, and encourage awareness and understanding of the disorder.

House Resolution 17 – a resolution to honor the Marshalltown Rotary Club on its centennial anniversary.

House Resolution 18 – a resolution to express the Iowa House of Representatives’ support for women’s health and well-being.

House Resolution 19 – a resolution to honor Catherine Gayle Williams’ exemplary service to Iowa’s children and families on the occasion of her centennial birthday.

House Resolution 20 – a resolution to recognize and congratulate the Iowa Central Community College wrestling team on its eighth national championship.

House Study Bill 215 – an act to provide an alternative base income tax and related alternative cumulative income surtax imposed at the election of the taxpayer.

House Study Bill 216 – an act to create an electric or natural gas vehicle facility tax credit for individuals who construct, install, and place into service any such facility in Iowa.

House Study Bill 217 – an act to amend Iowa Code as it relates to policy administration of tax and related laws by the Iowa Department of Revenue.

House Study Bill 218 – an act to make statutory adjustments required to keep Iowa in compliance with the multi-state Streamlined Sales and Use Tax Agreement.

House Study Bill 219 – an act to allow the Iowa Environmental Protection Commission to annually set air quality fees to be imposed and collected by the Iowa Department of Natural Resources, and that those funds be deposited into accounts set aside for each of the different types of fees.

House Study Bill 220 – an act to discontinue the use of Social Security numbers with regard to the state’s centralized debt collection facility.

House Study Bill 221 – an act to amend the methods of seeking presentment of the local option sales and services tax to allow the voters of West Des Moines to petition for its own local option sales and services tax.

House Study Bill 222 – an act to amend Iowa Code as it relates to the application for construction, erection, maintenance, or operation of electric transmission lines.

Senate File 467 – an act to amend Iowa Code as it relates to criminal asset forfeiture.

Senate File 468 – an act to amend the individual and corporate income tax rates and to eliminate the deduction for federal income taxes paid.

Senate File 469 – an act to create a deduction from the individual income tax for the amount of interest paid on a qualified educational loan.

Senate File 470 – an act to modify the tax brackets and rates for the individual income tax.

Senate File 471 – a successor bill to Senate File 247, and to Senate Study Bill 1099.

Senate File 474 – an act to provide an individual income tax credit for providing care to individuals with Alzheimer’s disease or other dementia-related illnesses.

Senate Resolution 16 – a resolution to condemn the terrorist acts of al Qaeda and the Islamic State of Iraq and Syria.

Senate Resolution 17 – a resolution to congratulate Holy Trinity Catholic High School senior Mikaela Foecke, who is the first-ever Gatorade National Volleyball Player of the Year, for her success on and off the volleyball court.

Senate Study Bill 1268 – an act to amend the deduction from the individual and corporate income taxes, and from the franchise tax of wages paid relating to the employment of a person with a disability.

Senate Study Bill 1269 – an act to require the online publication of contact information for all elected public officials.
