Bill Watch: Time running short for bills to clear final funnel

For legislators who are fighting for specific pieces of legislation, time is running short.

While the official legislative deadline to clear the second and final legislative “funnel” is the end of business Friday, in reality, there won’t be much – if any – business conducted Friday. So, they now have until the end of business tomorrow to get their bills on the floor and voted out of the chamber.

But, work continues on legislation that may come before the General Assembly next year, or in future legislatures. During the past week, a number of such bills were introduced by individual legislators and in committees.

There are now 28 enrolled bills – those adopted by both chambers and sent to Iowa Gov. Terry Branstad for his signature. You can see the complete list of those bills by clicking here.

House Bills

House File 607 – a successor bill to House Study Bill 121.

House File 608 – an act to establish a statewide class-size goal for public school districts.

House File 609 – an act to establish a Science-Technology-Engineering-Mathematics categorical funding supplement for public school districts.

House File 610 – an act to amend Iowa Code as it relates to the membership and election of members to the Iowa Board of Regents.

House File 611 – an act to amend Iowa Code as it relates to the individual income tax, by modifying the income brackets and tax rates.

House File 612 – an act to modify the property tax assessment limitations for residential and agricultural property.

House File 613 – an act to make the Thursday and Friday of the Iowa High School Athletic Association’s annual State Wrestling Tournament school holidays that cannot be included in the school calendar instructional time.

House File 614 – a successor bill to House Study Bill 161.

House File 615 – a successor bill to House File 557, and to House File 249.

House File 616 – a successor bill to House Study Bill 29, and to House File 192.

House File 617 – a successor bill to House File 245, and to House File 93.

House Concurrent Resolution 8 – a resolution to convene a joint session of the General Assembly to hear a presentation by the Pioneer Lawmakers on April 14.

House Resolution 25 – a resolution to commemorate the sesquicentennial of the conclusion of the American Civil War.

House Resolution 26 – a resolution to recognize the between Taiwan and the State of Iowa, and endorsing a bilateral investment agreement between Taiwan and the United States.

House Resolution 27 – a resolution to congratulate the Grand View University Wrestling Team on its NAIA National Championship.

House Study Bill 224 – an act to exempt from the individual income tax the wages of individuals who provide services to disabled individuals.

House Study Bill 225 – an act to amend Iowa Code as it relates to Iowa’s urban renewal law, by modifying requirements for the annual report prepared by the Legislative Services Agency, establishing restrictions on the use of divided revenues, and modifying the methodology for calculating the amount of divided revenues.

House Study Bill 226 – an act to amend Iowa Code as it relates to the state sales and use tax and excise tax imposed on certain machinery, equipment, attachments, and replacement parts used in construction.

House Study Bill 227 – an act to amend Iowa Code as it relates to the taxation of pipeline company property by modifying eligibility criteria for the business property tax credit and property assessment limitations

House Study Bill 228 – an act to provide an exemption from the computation of net income for the individual income tax of net capital gain from the sale or exchange of qualified capital stock.

House Study Bill 229 – an act to exempt the sale of water for residential customers from the state sales and use tax and to implement a new state and local metered water excise tax.

House Study Bill 230 – an act to provide for a dramshop liability study.

House Study Bill 231 – an act to amend Iowa Code as it relates to the approval and imposition of the facilities property tax levy and the equipment replacement and program sharing property tax levy for a merged area.

House Study Bill 232 – an act to amend Iowa Code as it relates to a tax credit for investments through rural business growth funds for small rural businesses.

House Study Bill 233 – an act concerning alcoholic beverage control, including micro-distillery production and sales and dramshop liability insurance requirements.

Senate Resolution 23 – a resolution to support the use of 5.56 millimeter rifle ammunition made with a bullet having a steel core.
