Bill Watch: First ‘Funnel Deadline’ approaches

With the first funnel deadline – the deadline for bills from individual legislators to come out of committee – less than 48 hours away, there has been a flurry of bills submitted in both chambers of the Iowa Statehouse.

In all, 1,359 bills and resolutions have been introduced – 706 in the House of Representatives and 653 in the Senate – so far this session. Many are repetitive or successors to previous bills already introduced this session, but the Legislative Service Agency’s bill writers’ jobs are far from over.

House File 388 – an act to provide limited exemption from state sales tax for 501(c)(3) nonprofits, government entities, or nonprofit private educational institutions for the operation of a bingo game to the extent the amount of the sales price represents the amounts that will be awarded as prizes during the operation of the bingo game.

House File 389 – an act to exempt seed exchanges and libraries from inspection, analysis, and testing requirements, or paying a fee for obtaining a permit for selling, distributing, transporting, or advertising agricultural seed.
